feat(autoware_overlay_rviz_plugin): add plugin to show string stamped

Description

• move the following rviz plugin with changing the message type
  • https://github.com/autowarefoundation/autoware_tools/tree/main/common/tier4_string_viewer_rviz_plugin
• change the message from tier4_debug_msgs/StringStamped to autoware_internal_debug_msgs/StringStamped
  • Porting XXXStamped messages from tier4_autoware_msgs to autoware_internal_msgs autoware#5580
• add the feature to smoothly erasing the text when the error is resolved
