Update spin requirement from 0.9.8 to 0.10.0 (#18655)

# Objective

- Closes #18643 

## Solution

- Updated spin requirement from 0.9.8 to 0.10.0.
- Renamed `spin/portable_atomic` feature to `spin/portable-atomic`.

## Testing

- CI checks (already passing in the dependabot PR).
