tools: Honda CAN message notebook

Description

A Jupyter notebook I'm using for Honda work. It will help pay down some accumulated tech-debt in the existing Honda port, and then help ship the backlog of ports waiting to be merged.

The first application is the GEARBOX message. They're currently a confusing mash-up of overlapping and conflicting names and applications.

It doesn't need to stay in the repo forever, probably just until ~0.10.1. If any issues are encountered in the refactoring, we'll need this to troubleshoot and fix.
