This PR updates various notebooks to use Granite 3.3 instead of 3.2. Some notebooks that previously use LoRA adapters based on Granite 3.2 now use the Granite 3.3 versions of those LoRAs.
This PR also adds some convenience code for downloading Granite 3.3 LoRA adapters from the Granite 3.3 RAG Agent Library
