Since we do not build on the initial runner, switching to ARM should be possible. This should be more (power) efficient.

Short description of changes
The current ubuntu version is no longer supported, thus this PR upgrades it to 24.04.
Since we do not build on the initial runner, switching to ARM should be possible. This should be more (power) efficient and is therefore worth a try.
