What this PR does / why we need it:
Add golangci-lint to detect import order issues
golangci-lint has many plugins available that we can enable and run against the VPA. I figured it makes sense to start with this one as it's small and isolated, and we can enable more in the future as needed.
If this is merged, I can follow up with a PR to add this to GitHub Actions.
