Completed interviewees should not be reassigned to new slots.

Description

Excludes interviewees with COMPLETED state from the slot assignment modal.

Steps for Testing

Prerequisites:

1. Log in to TumApply as a professor
2. Go to interviews/overview
3. Choose a process, create a slot with duration of one minute using custom duration, select todays date, add a single slot with start time of current time, assign an applicant to that slot
4. Wait until the interview is over
5. Click on assign to slot verify, the interviewee doesn't appear on the list
