This PR adds a config option for the Azure Blog Storage endpoint, similar to
azure.batch.endpoint. It can be used to customize the endpoint, e.g.https://<accountName>.blob.core.chinacloudapi.cn,It defaults to
https://<accountName>.blob.core.windows.netcc @dongspy for testing
