Enforce configuration dependencies

Reproducing the TYNDP requires a coherent set of configurations. This issue compiles configuration dependencies and will be used to enforce this coherent set once PyPSA#1547 is merged.

Configuration dependencies

• sector:electricity_distribution_grid == true
• sector:heating == false
• no clustering is allowed using TYNDP base network
• sector:biomass_boiler and sector:oil_boiler == false
• use_industry_load == false
• load:fill_gaps:enable == false
• TYNDP scenario configurations needs to be coherent (incl. load:tyndp_scenario, sector:h2_topology_tyndp:tyndp_scenario), relates to Reduce redundancy for the TYNDP related config #39
• sector:offshore_hubs == true
