What this PR does / Why we need it:
The links to
https://github.com/googleforgames/quilkinstill work in the browser as GitHub redirects automatically but updating to the new url future proofs the docs, readmes and crates - and maybe there are other tools trying to follow a link where the redirect doesn't work.This replaces the old url for docs, Cargo.toml files, examples and GitHub templates.
TODO: need to test the change to the Dockerfile in the iperf3 example.
