Sequencer: Fix exit race condition in the task scheduler

CL 35774639 inadvertently introduced a race condition between GameThreadSignal and NumRemainingTasks when exiting the main processing loop that could result in the GameThreadSignal being used after it was released back to the pool. This happens when NumRemainingTasks could be seen on the gamethread to be zero, which causes it to finalize the execution and clean up the event, all while the final task background thread might still be running OnAllTasksFinished, which goes on to trigger the event.

To fix this, in a threading context, we assign special meaning to NumTasksRemaining == -1 to mean that OnAllTasksFinished has completely finished executing. This allows the gamethread to reason about the state of the final task's thread, and only break out of the loop when it is completely finished.

This change removes skeletal mesh asset properties that were incorrectly added to the global UCS modified property list in 5.5.0 and 5.5.1. Only assets serialized in those versions are affected.
