What is this

This PR adds new robot package hydrus_gripper.
This robot has joint1 and joint3 of hydrus and joint2 is fixed.
Most of added code is from #684 .

Details

TODO

  • Check with real machine.

The original one is implemented in https://github.com/JSKAerialRobot/aerial_robot_demo/tree/master/mbzirc2020/mbzirc2020_common/robots.
