Use Wikipedia

Wikipedia has an excellent collaborative development process, including a translation pipeline and a well defined style wikipedia_style guideline.

The process can be as follows:

1. Collaboratively develop overview pages in Wikipedia (for example WMS_in_wikipedia)
2. OGC provides Authoritative Review back into Wikipedia
3. Overview pages are copied in a OGC git repository
4. OGC makes this content available in the OGC web page
5. OSGeo-Live and others copy the overview pages into their one documentation

Translations are treated the same way.
